AN ACT CREATING THE MUNICIPALITY OF BACUNGAN IN THE
PROVINCE OF ZAMBOANGA DEL NORTE


Be it enacted by the Batasang Pambansa in session assembled:

SECTION 1. The creation of the municipality. There shall be created the municipality of Bacungan in the province of Zamboanga del Norte, out of the southwestern barangays of the municipality of Sindangan, Zamboanga del Norte, namely: Talinga, Morob, Bacungan, Manil, Bogabongan, Sipakong, Titik, Mangop, Mawal, Tinaplan, Rizon, Tinuyop, Delusom, Tiniguiban, Tiogan, Nacipac, and  Sta. Maria.

SECTION 2. The seat of the Municipal Government: - The seat of the municipal Government of the Municipality of Bacungan shall be in Barangay Bacungan.

SECTION 3. The technical description of its territory: - The technical description of the territorial jurisdiction of the Municipality of Bacungan shall be: beginning from the mouth of Talinga River upstream until it reaches the confluence of Talinga River and Dito creek; thence southeast in straight line until it reaches Monument No.10 of the logging area of Vic Lumber Company which is also a common Monument Mark No.9 of Mindanao Estate Corporation located at longitude one hundred twenty two degrees, fifty eight minutes, and forty seconds (122-53'-40") and latitude eight degrees, six minutes, and forty seconds (8-6'-40") thence due south until it intersects the provincial boundary of Zamboanga del Norte
and Zamboanga del Sur westward until it reaches the shoreline; thence following the shoreline eastwards until it reaches the mouth of Talionga River, the point of beginning.

SECTION 4. The Municipal Government officials, their qualifications and salaries. After ratification by the majority of the votes cast in a plebiscite to be conducted in the area of the areas affected and within a period of one hundred twenty days after the approval of this Act. The President shall appoint the Mayor, the Vice-Mayor and members of the Sangguniang 
Bayan of the new Municipality of Bacungan, who shall hold office until their successors shall have been elected in the next general election for local officials. The qualifications and compensation of the Municipal Officials shall be governed by existing laws.

SECTION 5. The Commission on Election shall conduct and supervise the plebiscite which shall be held within one hundred and twenty days from the approval of this Act. The expenses for the holding of such plebiscite shall be charge to local funds.

SECTION 6. effectively. This Act shall take effect upon its approval.

REPUBLIC ACT NO. 6830

AN ACT CHANGING THE NAME OF THE MUNICIPALITY OF BACUNGAN, PROVINCE OF ZAMBOANGA DEL NORTE, TO MUNICIPALITY OF LEON B. POSTIGO

Be it enacted by the Senate and the House of the Representatives of the Philippines in Congress assembled:

SECTION 1. The name of the Municipality of Bacungan, Province of Zamboanga del Norte, created under Batas Pambansa Bilang 204, is hereby changed to municipality of Leon B. Postigo.

SECTION 2. This Act shall take effect upon its publication in at least two (2) newspapers of general circulation.

II - OFFICIAL FLOWER - Bougainvillea

The choice of flower for the Municipality of Leon B. Postigo (Bacungan) is quite unique because it had chosen "Bougainvillea" as its municipal flower.
The reason was based on the fact that "Bougainvillea" a tropical clustering plants whose beautiful flowers symbolizes tranquility and brilliancy as shown by the colors of its flowers in eighties white, purple, or red. The strong and sturdy stems are provided with thorns that serves as the protective arms of the flowers compared to the citizenry challenges in life to fulfill their ambitions and aspirations.

The Bougainvillea flowers of Leon B. Postigo will form a rainbow like along the quite and blue horizon of Sindangan Bay and promise a pot of gold of touching hands in this progressive land.

The Official Seal portraits on the left as vast plantation of coral, on the right a vast plantation of coconut trees, on the top a vast forest covered with trees and on the middle a flying sword fish that symbolized the marine resources.

V - SCENIC/TOURIST OR HISTORICAL SPOT:

One of the main attraction of the municipality is the municipal building itself. It is located and towering at the top of the hill over-looking Sindangan Bay, wherein the afternoon of a sunny day one can witness the beautiful sunset in the horizon that is more inviting and captivating to lovers of nature. At night, Sindangan Bay becomes more beautiful with the glittering lights of fisherman that looks like the fireflies line along the vast of Sindangan Bay.

VI - HISTORICAL SPOT:

Leon B. Postigo has a place in history. This is the place called Polandok a sitio of Barangay Rizon. Palandok River is internationally known as a reference point in tracing and locating the Zamboanga Peninsula. Legend told us that Polandok river was once upon a time an embarking place of all sailing boats and ships along the Sulu Archipelago. It was also the haven of the legend Maria Cacao with her battalion of giant crocodiles as guards.

V - TOURIST SPOT:

Another tourist spot that is waiting for development is the hot spring of Sitio Mainit, Manil, Leon B. Postigo. The place is perhaps called Mainit because of this hot spring that  people enjoy taking a bath especially during cold weather. Sitio Mainit is just around two (2) kilometers from the Municipal Hall. *Barangay Rizon changed to Barangay Palandok.
